APPLICANT REQUESTS THAT:
His Fitness Assessment (FA) test score dated 23 Apr 12, be
declared void and removed from the Air Force Fitness Management
System (AFFMS).

APPLICANT CONTENDS THAT:
On 23 Apr 12, during the push-up portion of his FA test, he and
the Physical Fitness Proctor disagreed on his performance of an
adequate push-up.
In accordance with AFI 36-2905, Fitness Program, one must lower
your body to the ground until your upper arms are at least
parallel to the floor, elbows bent at 90 degrees.
When lowering to the ground, his arms were at 90 degrees;
however, the proctor prompted him to go lower. It was not until
his chest was about to touch the floor, arms less than 90 degrees
that his push-ups were counted. The individual counting his
push-ups thought all the push-ups were adequate and continued
counting. Once he completed a push-up the proctor liked, he
corrected the counter.
Unlike the other three in his group who contested the proctor
during testing, he remained silent and completed a total of
23 pushups which is below minimum. Everyone in his subgroup
complained that the proctor was overly critical and complaints
were made during and after testing. One member filed an
Inspector General (IG) complaint.
He contacted his First Sergeant and explained what happened. His
First Sergeant advised him not to sign his FA test score sheet.
His unit commander waived the 42-day minimum timeframe before
retesting. On 7 May, 14-days later, he retested with a different
proctor, his First Sergeant and supervisor as witnesses. He
performed his push-us in the same manner as before and all were
counted. He successfully passed his FA.

STATEMENT OF FACTS:
The applicant is currently serving in the Regular Air Force. He
has no other failed FA scores.

AIR FORCE EVALUATION:
AFPC/DPSIM recommends denial. DPSIM states incorrect push-ups
will not be counted. If an incorrect push-up is performed, the
assessor will repeat the number of the last correct push-up and
explain what is being done incorrectly.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant
on 23 Oct 12, for review and comment within 30 days. As of this
date, this office has received no response (Exhibit C).

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to
demonstrate the existence of error or injustice warranting
partial relief. We note the applicant requests his FA, dated
23 Apr 12 be voided and removed from the AFFMS; nonetheless,
based on our own independent review, we found sufficient
mitigating circumstances to warrant exempting him from the push-
up component of the contested FA. It appears the applicant
utilized his chain of command and in doing so, his first sergeant
and commander, made attempts to correct the FA by resetting the
42-day requirement so the applicant could retest sooner. Upon
taking the retest, the applicant was again successful in
completing his FA as he was in many occasions prior to the FA in
question. Therefore, we recommend the applicant be exempted from
the push-up component of the FA, which would result in him
receiving a satisfactory score for the FA, dated 23 Apr 12. In
view of the above we recommend the applicants record be
corrected to the extent indicated below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to APPLICANT, be corrected to show that the push-up
component of the Fitness Assessment, dated 23 Apr 12, reflect
exempt in the Air Force Fitness Management System.
